The Council of the Kamra tal-Periti and the Executive Council of the Planning Authority award the 2026 Galizia Leadership Award to Steve Zammit Lupi, in recognition of his strong and passionate advocacy for sustainable mobility and for the building of community.

Long before holding any office, he showed what a committed private citizen can achieve, campaigning for streets designed around people rather than traffic, and for safe, everyday cycling as a genuine choice for Maltese families. As president of Rota, he gave that cause a clear and constructive voice, engaging authorities, councils and the public with evidence and persistence.

He carried the same conviction into local government. First elected to the Ħaż-Żebbuġ local council as an independent, he was returned in 2024 with the highest number of votes, and was appointed Mayor with the unanimous support of councillors from both sides of the political divide. In a polarised climate, his election is itself a lesson in building with others.

The two Councils recognise in him a reminder that the built environment is shaped not only by those who design it, but by those who speak up for it, and who are willing to take responsibility for it.
